No real "charitable" organization has anything to fear from Bill C-38. Only activist groups illegally syphoning money from Canadian tax payers have to be concerned. Free speech is still available to all, but the tax payer should not have to subsidize any of it. Speak your piece, but don't expect someone else to pay you to do it.
